    • Job Summary
      The SBDC State Director directs and administers the statewide network of Arizona Small Business Development Centers (AZSBDC) promoting small business growth, development and sustainability. This classification is assigned at the District level only.
      Scope/Distinguishing Characteristics
      This is a stand-alone classification responsible for the direction and administration of the statewide small business development center network (AZSBDC).
      Supervision Excersied
      Performs, directs and oversees the conduct of performance evaluations, training, hiring, discipline and termination procedures.
      Supervision Recieved
      Work is performed according to overall management and strategic objectives. Work is reviewed by assigned senior administrator at the Vice Chancellor level for outcomes produced and results obtained.

      Essential Functions
      30% Directs and administers the statewide network of centers for small business development; provides oversight of the design, execution and effectiveness of the small business development network; Evaluates, designs and implements business process improvements and network collaboration; manages network performance to goal achievement as stipulated in the SBA cooperative agreement. Develops long range plans, goals and objectives for the effective implementation of small business development centers and programs; Directs and oversees the implementation and evaluation of a comprehensive small business development program. Exercises strategic and political acumen, tact and diplomacy while managing standards and quality assurance. Facilitates effective collaboration. Develops statewide program policies and procedures while directing the interpretation and application of applicable laws, codes, regulations and standards. Prioritizes customer service to clients at the centers.
      30% Develops and implements statewide private and public sector initiatives to increase/improve services to the small business community. Applies advanced knowledge of small business and economic development principles as well as federal and state regulations amid differing and complex economic conditions, needs, and challenges in rural vs urban communities; maintains detailed knowledge of current/recent grant developments, funding opportunities, and requirements among the federal, state, local sources; maintains awareness of and presence in the local, state and national business communities/industries utilizing up to date information on partnership opportunities/trends through diverse sources of information. Develops trategic partnerships to promote statewide small business and economic growth; performs public speaking and related engagement of agencies, institutions, and organizations for that purpose. Plans and develops implementation of partnership strategies and innovative services to meet the goals and agreements of strategic partnerships with agencies, organizations, associations and public and private entities; supports the marketing, public relations, and cross-promotion of statewide small business and economic development services, events, and centers.
      Advocates, identifies, develops, and provides additional funding and resource opportunities at the state and federal level to enhance and build capacity for the AZSBDC network. Serves as designated representative of the AZSBDC to the public, agencies and partners; responds to and resolves difficult or complex inquiries and complaints. Develops program vision and long-range strategic plans.
      20% Manages budgets and allocates resources to achieve strategic objectives. Negotiates and oversees the administration of contracts and agreements. Plans, develops and directs administration of budgets and grant funding; provides financial and programmatic oversight to service centers in the provision of small business counseling, evaluation, training and market research.
      10% Plans, organizes, assigns, supervises, reviews and evaluates the work performance of staff; provides professional development opportunities and coaches employees by mentoring and motivating. Prioritizes training, coaching and the development of staff.
      5% Collaborates with the Vice Chancellor, Chancellor, various college administrators and other civic, community, institutional partners statewide regarding shared strategic economic development opportunities that grow, expand, or benefit small businesses throughout the state of Arizona. Maintain standards of SBDC program accreditation, and membership of America's SBDC professional organization, to include participating on accreditation committees for other state networks on occasion.
      5% Maintains currency regarding new or emerging federal requirements of the program, as well as advanced knowledge of existing federal grant regulations and funding opportunity terms for the program. Maintains all grant reporting requirements and professional relationships to receive direction and guidance from the US Small Business Administration; maintains fluency and current skills with modern technology to include standard computer devices and relevant software applications. Maintains professional communication and interpersonal skills as applied to interactions with coworkers, supervisors, the general public and others to sufficiently exchange or convey information and to receive work direction. Performs other duties as assigned.

      Minimum Qualifications
      Master's Degree in public affairs, business or directly related field and five (5) years of progressively responsible experience in small business ownership, business development, economic development or related experience that includes promotion of small business growth, development and sustainability and significant management and supervisory experience.
      Bachelor's Degree in public affairs, business or directly related field and seven (7) years of progressively responsible experience in small business ownership, business development, economic development or related experience that includes promotion of small business growth, development and sustainability and significant management and supervisory experience.
      An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
